I am looking for information on export settings for Affinity publisher to be able to reliably export to CMYK print press for a small circulation newspaper. Recomendations and suggestions are appreciated

Assuming the newspaper is doing the printing why not ask them for details of what they want?

Newspapers will use a different icc profile based on country, here in the UK the majority of newspapers use ISOnewspaper26v4.icc which will need to be downloaded and placed in your colour profiles folder, on Mac will be /Library/ColorSync/Profiles, (not sure about pc) - quit & restart Pub and the profile will show up in document setup/colour/colour profiles dropdown, although its better to ask your print provider to send you the profile they use - note that once you change a colour profile, and if your solid black text is not set up in text styles, to use a global black, your black text will become a four colour black, so will need to be changed back to solid black (I always start all my jobs with a global palette to save grief)

I printed an 11x14 newspaper out of Jacksonville, fl. from April to October 2024. My printers specs only addressed Indesign with no clue about APUB so I took a change and used PRESS READY on the PDF export, 300 DPI. They also "required text to be 100% Black. (C-0, M-0, Y-O- K-100) as well as CMYK & 300 dpi for images. I had to use PHOTO for that, and adjusted the written text in APUB for black. They gave me a sheet just for this (again Indesign-centric). But we talked on the phone and muddled through it. 

The results came out fine for pulp, which is like a sponge to ink.
