Yes. The video was recorded on the 28th. Today I reproduced this error again.

Many of the bugs I report are ignored, or put in a black box, even though they entail many derivative bugs. The developers should know what the window change depends on and fix it.

The same problem applies to both Photo 2.5.7 and Photo beta 2.6.
The only Designer works correctly and Publisher 2.5.7.

I think the difficulty comes when something is reported that nobody else can replicate... For me, with all three apps both Retail and Beta the Windows are fully resizable so there must be something else going on with your setup but equally, it may be that others can replicate the issue and will add feedback to this thread...

If someone at Serif can replicate it then it will be logged as a bug but without definitive steps to replicate it becomes difficult as the developers don't have anything they can fix...

When you're unable to resize the window, you will see the border of the window is missing - it looks as if the edges have been shaved off on all sides. I recommend restarting Affinity with Ctrl held down and resetting the document and window states. I don't know if that will make a difference but it's worth a try.

What is the window.xml file for? I deleted it and Publisher recreated a new one with the following parameters and i can resize it:

Maybe it should be removed by default and Publisher or other programs will render it when it is first opened?

My monitor has 1920*1080

And path you gave is wrong. Correct path is 

C:\Users\....\AppData\Roaming\Affinity\Photo\2.0 (Beta)\Settings

When I deleted this file again, Publisher recreated a new one with completely different parameters.

You might want to consider whether it’s because this esteemed customer uses Affinity intensively and broadly, possibly more than you do, and therefore encounters far more of the program’s features. As a result, this customer inevitably runs into more bugs during their work. That is critical.

Serif, did you foolishly fill the usability specialist role you advertised internally? If so, be transparent with your customers. Continuing without proper UX expertise both insults and affects your entire customer base.
