Why does the flow setting on the brush have no effect on a mask?

It does

Can you show us an example where it is not working for you

Here is the example. created in Affinity Photo 2.5.7 and  Analog Efex2. As you can see the painting in the mask is 100% black but the setting for the brush was only 10%.

It looks like the Flow setting has an effect in the beta but not in the current release

I'll see if I can find any documentation saying there was officially a change

I have also tried it with version 2.6 beta, no different behaviour. 🙁

The Flow setting does have an effect in the retail version. I downloaded the example file. Then I duplicated the layer with the mask, released and deleted the existing mask. I then created a new mask. Using a soft masking brush, I tested using the 10% and 100% flow settings.

EDIT:

To further test, the mask was inverted, using a White Brush, painted over the entire mask. First with 10% flow, then 100%. There's a difference, seen not only on the image, but the Mask thumbnail in the Layers Pallet.

But I only want to create a faint mask, e.g. just a 10% flow brushstroke. However, the colour application is far too strong immediately with the first subtle stroke.

You're the only one that knows what you want it to look like. My testing was just to see if there's an issue with the Flow setting, and I can not find one. It appears to works as it is suppose to.

That said I've been playing around with the Flow and Accumulation. The Accumulation behaves similar to Opacity. Try reducing the Accumulation setting to see if you get the look you're after, or at least closer to it.

Sorry, my approach was wrong. After I got the same results with PS as with Affinity Photo, I changed my way of working. I now work with the brush density and then fine-tune with the opacity slider for the mask.
Thanks to everyone who has put me on the right track.
