Because the Resource Manager is for files you've Linked or Embedded. Even with the Font Manager, Publisher really only uses it for a temporary (on-screen) replacement of the font to allow the text to display. The Font Manager can't truly replace the font. For that, you need Find and Replace (another Publisher-only function).
