This drives me absolutely insane. 

If something has a stroke set to a certain brush already, how in the world do you get it to change to another one? I have tried several of the things I have seen suggested but it stubbornly does not work. 

This should NOT be this hard. I have tried this in both photo2 and designer2 and it's the same problem in both.

It looks to me that it did change from a solid brush stroke to the selected one but it is hard to tell for sure from how small that curve appears in your recording. What does it look like if you zoom in on that curve so it fills most of the document window?

I should have chosen a vastly different brush to demonstrate it with a much larger size, but it looks the same. It does not change anything about the stroke that is selected when the brush changes.

I’m not sure that the brushes in the Brushes Panel are there to be used with Curve layers and other vector-based layers in Photo.

I don’t know if there is a reason for what the Help says but I can’t remember ever using brushes with vector-based layers in Photo. (I might be misinterpreting what the Help says.)

It should work in Designer (in the Designer Persona) but not in APhoto

Switch to Designer and try again

If still not working upload a test document to the forum

Your circle has a Vector Brush stroke which presumably was applied to the object in Designer (or the Designer Persona of Publisher).

The Brushes panel in Photo contains Raster Brushes for use with the brush-based tools which affect Pixel objects, and these brushes cannot be applied to an object's stroke.

You would need to use Designer (or Designer Persona of Publisher) to change the stroke's Vector Brush.
