I am looking everywhere, but can't find it. It might just be hidden somewhere.

Can I create a "custom rectangular selection" based on pixel position?

For example, if I want a selection to be 10 pixels from the top, 100 pixels from the bottom, 50 pixels from the left and 30 pixels from the right.

Draw a simple marquee selection.
Press Q key for quickmask>select movetool(V)>adjust the selection in the transform panel to your liking.
Press Q key again to leave the quickmask.

Thank you. I didn't know about the Quickmask. However, it still requires me to "guess" the exact position, correct? I don't see anywhere to enter the specific values.

Make a rectangle shape of the correct size and location, use the Transform panel. Use Select > Selection from layer and you will have it. You will have to do some simple arithmetic to get the 100 from the bottom and 30 from the right.

Mac Pro (Late 2013) Mac OS 12.7.6
Affinity Designer 2.6.0 | Affinity Photo 2.6.0 | Affinity Publisher 2.6.0 | Beta versions as they appear.

I have never mastered color management, period, so I cannot help with that.

Yes, that is what I mean. There is no place to enter the specific values for the selection, correct?

I have to guess or calculate the exact placement. Having a place to just enter the values would be simpler, but I guess it is not an option.
