One quick and easy method is to:

  1. load the background image;
  2. set the background image Blend Mode to Overlay;
  3. place the face image (isolated with transparency, i.e. no background) into the scene and move/resize as necessary;
  4. move the face image to the bottom of the image stack in the Layers Panel;
  5. add a Black & White Adjustment to the face image if necessary;
  6. ‘feather’ the face image with a Mask to get a better overall effect.

See attached image for a quickly-done example.

There will probably be many other methods so keep coming back to see if any others have been given.
