Please provide a screenshot so we can see the exact message you're getting and more of the context. Also, what kind of image are you opening, what color format and profile does it have as output from the scanner, and what OS do you use? If you used Image Capture for scanning, it is probably saved with a 1.8 gamma profile (Image Capture default). If it IS a TIFF file, there isn't a good reason to enter the Develop Persona. Just edit in Affinity Photo Persona. Perhaps your scan is in another format? More information will help. The screenshot helps, because you initially said you were being asked to choose an RGB profile, but in fact you're being asked to choose an RGB pixel layer, which is a very different scenario. You can't use the Develop Persona unless you're using RGB layers. There is probably no strong reason to use the Develop Persona if you are editing a JPG file; you can do everything needed in the normal Photo Persona.
