Is there a reason why the "R software" logo does not show its letter R when opened in AD?

Possibly owing to the missing closing parentheses in the code fill="URL(#b", in the line before last...

add the closing parentheses and the file opens correctly...

I can't tell why, but to fix it, open the SVG in a text editor to look up the color of the object (it's #165caa), then select the "R" in Designer and apply the color manually.
