Are text styles document-specific or can they carry across documents (and apps)?

Yes, the text styles are document-specific. Yes, you can import text styles from other documents. And a third yes, there is interoperability between the Affinity programs

You can also specify which Text Styles are the default ones for all new documents, using one of the options in the Text Styles panel's Settings:
