not able to fully color fill design

Hello. 

I was designing a Santa hat by using the pen tool to trace a hat and then wanted to color the new design.

When I attempt to color the design, there are blank areas that do not fill, and the white rim of the hat actually has a fill below the outline.

Any help/direction would be greatley appreciated.
