How to Change Colors of Background Image?

Can the colors of the attached background image be changed? How?

It would help to know what app you're using, but assuming you have Photo, try using a Recolour or an HSL adjustment.

I have Affinity's Designer, Photo and Publisher, V2, but plan on using Photo for this.

If it is just an image then switch over to Pixel Persona in Designer where you can access the Recolour Adjustment filter; Layer > New Adjustment > Recolour.
Alternatively as it’s quite a simple background you could just recreate it in the colours of your choice with some ellipses in the default Designer Persona.
