Question about Publisher. When I add a picture over or next to text, the text is pushed aside. I am missing a dialog box where I can control how much or far the text will float round the picture. I am missing something or is this a feature that is not made yet? I hope made this question understandable.

There seems to be a Text Wrap active. This can be found at the top context toolbar. If it is not visible for you, you can add it via menu View > Customise Toolbar.

In addition: If you paste the image into the text frame it gets nested "Inline" as pinned / child layer and you can set the distance et. al. in the Pinning panel.

What do you mean?

You can pin various types of objects (and both 'inline' or 'floating'). For instance image files (…as linked layers of type 'Image'), 'Pixel' layers, 'Documents' ('container' file formats like PDF, EPS, Affinity) and pure vector objects (like shapes, curves, text, tables). Pinned objects appear in the Layers panel as nested/child layers in their parent text layer and show a tiny indicator symbol for each pinned layer.

Of course you can place a file without pasting. Just use the Place tool or via menu File > Place. Just be sure, that no textframe is selected while doing so.
