Dear Affinity Team,

When you drag the Layer Effects panel that opens by pressing 'FX' to a secondary screen and forget about it, disconnect the laptop from the second screen, then there is no way to get back the panel without connecting again to the second screen. The Behavior without a second screen is nothing happening when clicking the matching button.
I've tried resetting the studio and restarting the application and PC until I finally connected the laptop to the second screen.

Hope this get's fixed.

On Window, you can switch apps (and dialogs) between screens using 

Windows Key + Shift Key + Left/Right arrow keys

You could try that

Yes, you can switch between windows this way.
However, the Layer Effects Panel is not a separate window that is separately accessible in window management. It is somehow linked to the main application window and, therefore, can not be controlled or moved this way.

The Layer Effects panel can certainly be moved between 2 monitors using the aforementioned keys

I think the problem is that you have to have that panel in focus (i.e. clicked on) to do so and I can't at the moment find a way to do that once you lose focus

I've no idea how you are able to make the key combination work for moving this window.
Using Windows 10 it's not possible, I've tried (including variations). [Some things about Window management changed in Win11, if I remember correctly.]

Maybe we are talking about different windows? I've attached a screenshot of the Window I'm talking about and marked the button to spin it.

Yes, same panel but I am on Windows 11

Just tried on a Windows 8 PC with V1 of publisher and that works also

I dont have Windows 10 to test that

A different workaround to try: 

1. Save your file and Close the application.

2. Start the application while holding the Ctrl key, and keep it pressed until you get the Clear User Data dialog. Leave the first two options checked, and uncheck the third option. Press the Reset or Clear button at the bottom of the dialog.
