Merging layers is only available in Affinity Photo, but not with the pixel persona in Affinity Designer. And rasterise... is intended for vector objects, text layers and image layers. Image layers are also pixel documents, but the resolution value (dpi) is retained when the size is changed. If an image layer is rasterised, it retains the resolution value of the Designer, Photo or Publisher document.
