I’ve noticed that when using either of the other two options it can be a bit hit or miss to see and catch the scroll bars. Instead the appearance of scrollbars is related to the size of the page/artboard/canvas or other existing objects and to the current zoom level of these items. Apart from the mentioned double-click on a layer also the Navigator Panel or simply a Zoom command can help (depending on where in this infinity the objects are currently hidden). And, even without any change to the view, the Rulers always indicate the currently used coordinates.
