Hi Priceless. If your Designer file contains only 'vector' graphics you don't need to scale it, whether it is to be used on a postage stamp or an A2 spread. This is because the elements are mathematical (vector) rather than pictorial (raster). With raster images (A-Photo) dots per inch and resolution do matter. Naturally your Designer file should be saved in a vector format. Hope this helps...

Of course one needs to scale vector graphics. Scalability (without degradation) is one of the defining advantages of resolution-independence.

Assuming you're talking about numerically scaling a selection (not drawing to a user-defined ruler scale):

 

The field in the Transform panel, labeled "S:" is for Shear (skew), not Scale.

 

To scale a selection numerically, you can enter a multiplication symbol and the desired value (expressed as a decimal) after the existing value in the W: and/or H: fields.

 

I don't know how you make the Shear field shear vertically instead of horizontally.
