I bought an M3 MacBook Pro back in mid-July. I was dead set against using Adobe Photoshop for this M3 (I wanted no part of a subscription service), so I bought Affinity Photo. I recently downloaded Affinity Designer as a free trial.

I have an older copy of Photoshop on my Intel iMac, which uses Photoshop CS6. The way I created web pages was to design them in Photoshop and then using the Slice Tool, I assigned hyperlinks to the portions of the web page I wanted folks to click on. When I was done, I uploaded the new web page I designed in Photoshop.

Can I do a similar thing in either Affinity Photo or Designer?

No.

There are no web tools, meaning you cannot get a bunch of HTML code or a web page out of any of the Affinity applicaions.

Affinity Designer 2.6.0 | Affinity Photo 2.6.0 | Affinity Publisher 2.6.0 | Beta versions as they appear.

I have never mastered color management, period, so I cannot help with that.

Well, that's a drag. I guess I would have to import any web page design I create on Affinity Photo into CS6 and create a working web page that way.
