Smart folio keyboard becomes inactive until keyboard button is tapped (Publisher)

I am not sure if this is a bug or intentional but it doesn’t feel intuitive.

I use iPad Pro with the Apple keyboard cover and a mouse. As I work on a file, the keyboard goes inactive and before I can use it again I must first press the keyboard button that comes up.

Am I missing something? Anyone else experiencing this? If I use an external keyboard I would expect it to remain connected as I work.

It's not something I have experienced. I don't usually use a mouse though, so if that's a relevant part of the issue I might not experience it.

I'm also not sure exactly what keyboard you have, or what model iPad, and what version of iPadOS.

Thanks. Still doesn't show iPadOS release, but that may not be relevant for this question.

Also, I'm still not sure what you mean by "Apple Keyboard Cover" and I don't see anything by Apple with that description. Is it one of the keyboards shown here: https://www.apple.com/ipad-keyboards/ ?  Or something else. Can you provide a URL for the site description of what you have?
