duplicate layer vs add new pixal layer

Well, with Add Pixel Layer you're getting an empty pixel layer.

With duplicate layer you're getting a copy of whatever that layer had before, regardless of the kind of layer.

I think we'd need more information if you want more of a description than that. Note that basically everything is a "layer", but some layers are vector objects (curves, shapes, ...) and some are pixel layers and what you want to do will depend on where you're starting and the result you want.
