Is there an option to download swatch colors to Affinity?

What are the steps?

Do you mean "add swatch files" to Affinity? ("Download" is a confusing term in this context.)

If so: 

That will let you import .ase files from Adobe, or .afpalette files from Affinity.

I am trying to import certain swatch colors such as the one I attached but it doesn't appear.

I thought that Spot Colors had to be Global, unless they're Pantone. And the Help seems to agree with that, so I'm surprised that would work as an application palette since Global colors can only be in document palettes.
