SVG Files all Mangled-up

Hello all! So I have a bit of a problem, and its rather simple. When I import wikimedia svg files {specifically in this case to make custom-world medals; or fictional medals for simpler wording}; they end up all mangled. So I wanted to ask if there is any fix to it?

The file attached below is the basic version, half of the cross seems to go missing for some reason. Not too hard to fix manually as its a replicated medal, but still; it happens on all of them, some much harder to do again.

It might help if you told us the URL for this file.

opening in Inkscape opens it fine, opening in vectorstyler also opens correctly and after export to SVG will open correctly in Affinity. The difference is how much better the layer structure is after exporting from vectorstyler.

Exporting as a PDF from Inkscape will allow Affinity to open the file with every component in it's correct place but the layer structure will be gone.

Looking a bit further into the file in inkscape, many of the layers are redundant, I deleted over half the layers with no affect on the actual artwork, why this file is so layer complex is baffling.
