Can you give us more details?  Are you on Win or Mac?  What version of Affinity Photo are you using?  What type of file are you opening, RAW or JPEG/TIFF/etc.?  How are you opening the file?

Meanwhile, on my Win 11 laptop, using v2.5.3 of Affinity Photo 2, I can't reproduce your problem.  The sliders in the Develop Persona change the image.

P.S. hard to advise "what you are doing wrong" without any information about "what you are doing".

1.  Windows machine. using the most current version.

2. I open a file [jpg, tiff, etc]. create a new layer. open develop. Everything works [sliders] but the image does not change.

I think maybe you are trying to develop a blank pixel layer? Try unticking the  . Show All Layers , at the top of the screen .  You don't need to go to Develop persona if it is not a Raw file.

It may be that you have an empty Pixel layer selected

I have never mastered color management, period, so I cannot help with that.

Why open Develop Persona for developed image? All functions for editing already developed images, i.e. for JPEG, TIFF, etc. are available in Photo Persona.
