Anyone can add an issue ref as a part of their topic, but we don't recommend doing this as it won't trigger anything and if it's the incorrect issue ref it may cause some confusion, it's best just to leave issue tagging to staff. No, it won't bump/add a report to an existing issue internally, this action can only be triggered by staff. Thank you for clarifying! – In the meantime, this hint in particular appears useful, not only because nudging by simply adding an “issue ref” tag does not work anyway.
