A little copy/paste mistake. This page states that the Rotate Left and Right commands rotate the canvas in 15 degree increments. That's what they do in Photo and Designer but in Publisher they rotate in 90 degree increments. I'm only suggesting that this is a mistake in help, it makes more sense that rotate works in 90 degree increments in a page layout app.

I concur that this canvas rotation behaviour difference is expected in Publisher, therefore I'm logging this with our documentation team to be amended now
