I can't be sure from your description, but I think you're referring to shortcuts for Tools, such as B for Brush or V for the Move Tool. If so, then it is intentional that if you press the shortcut when you're already using a particular tool, you will switch back to the previous tool. That helps with workflows like this: 1. Paint something with the Brush. 2. Press V to switch to the Move Tool so you can move something. 3. Press V again to switch back to the previous tool so you can continue working, without having to remember which shortcut that would need. There is a Setting related to this, which requires pressing Shift if you want to cycle between the tools that share the same shortcut. If that's what you're trying to do, perhaps you need to press Shift, or disable that Setting. It's under the Tools section of Settings. Sorry, I can't provide a screenshot right now.
