When I copy and paste story content from InDesign with "Paste Without Formatting," the footnotes come over, and retain all InDesign formatting. They even retain phantom character style references, although no Character styles are created in Publisher.

If I then recreate the character formats with the exact name as in InDesign, text spans in my footnotes magically pick up the newly-created character styles without me assigning them.

I believe the pasting of the footnote is by design - I've reported this before, please see below.

The fact that the character style comes in only as a reference without the definition is a bug. I think there was a similar issue fixed recently with copying style footnotes from MS Word so perhaps this could be fixed soon, too.
