I don't know of an automated way to do this with Publisher. If it's done using bleed then you'd need a script to add the appropriate and unique bleed to each page. Perhaps when scripting becomes available somebody could write a script to do this.

You can probably find somebody online who can take your Publisher PDF and transform it. If you were using a traditional printer you might be able to find one that could print on the edges for you without using bleed to accomplish them.

I would try a workflow using Designer artboards, something like this (but I've not tested):

  • In Designer, place the image (=These are your moments) to be shown on the edge. 
  • Create on the edge of this image an artboard, say "5"mm wide ("5"mm = 2mm to be printed inside your book page area of your book + 3mm, or whatever bleed is requested by your printer).
  • Duplicate this artboard and move it a little bit (you should probably measure the width of your image and divide it by the number of pages)
  • With Power Duplicate (is it the name for Cmd-J ?), repeat this up to the other side of your image.
  • Export all this giving it an incremented name
  • In Publisher, on a Master page applied to your whole book document, create an image frame "5"mm wide, placed on the edge of the page, 2mm inside and the rest bleeding outside the page area. 
  • Switch from Master Page to Page view and place your exported files. Since they are numbered, they should place automatically.

I didn't, I'm afraid. I briefly messed with the artboards option but my understanding of artboards isn't great and it got too fiddly to bother with.
