Using the latest Affinity Photo 2.5.3 on Windows 10, using the resize document menu item with resample selected, and then alternating between various DPI settings results in loss of pixels before OK button is pressed. It seems that Photo is applying the change internally every time you select a different DPI setting, so every time you change the setting it compounds the loss of resolution. I would expect only the last chosen DPI setting before pressing OK to take effect. If the user wishes to change the DPI setting again they ought to be expected to select the menu item (or shortcut) again. See attached screen capture video.

The issue can be reproduced on any image, loaded or generated in the application.

I half suspect that someone is going to claim that this is intentional behaviour, but if so it should not be.

It's very strange, indeed. But I don't think it could be by design: on my Mac, I can't reproduce it.
