If endnote is in a frame on a master page layer, the Go to Reference button will not work

If an endnote is in a text frame on a master page layer then the Go to Reference button won't work. The Go to Body button isn't affected by this issue.

I tested this a couple of different ways. The attached document has endnotes in two frames. The first is on the document page and was created when the first endnote was added. The second frame is inherited from the master. Choosing Go to Reference for any endnote in the second frame will not work.

It's not an issue of it being the second frame. I tested making the first frame being inherited from the master (by unlinking these frames and then linking the frame on the master layer to the original endnote frame, moving the start of the story to that master frame. Go to Reference still didn't work for the endnotes that were now in the master frame.
