Subtract from the edge of stroke

You could use Layer > Expand Stroke to separate the Stroke to a curve object from that you can then use Subtract. When you expand the stroke you will get that whole in the middle so you may want to delete the nodes inside the curve that form the hole.

If you don´t mind to use "Align Stroke to Inside" it should work as expected:

Well, If you're going to align stroke to the inside, I think it would be wise to halve the stroke width, no? ;)

 

Edit: fwiw, you could also try this: copy the circle, give it no stroke and use it as a clip mask.

Or.... Place the stroked item in the child position of the non stroked.

No - not in my opinion because for instance the size is correct if you have the cut outside and not centered.

But everyone has its own workflow.  :D
