I am trying to embed PDFs created in a CAD program in a Publisher Document. A lot of these PDFs are empty space.

In InDesign I can move edges of the PDFs to crop the PDF to the actual content without resizing.

Everything I have tried in Publisher resizes. Is there some way to adjust the border of a PDF without resizing the content?

In the Context Toolbar you should have several options for Page Box. Have you investigated those?

Alternatively, have you tried the Crop Tool?

Use a Picture Frame in APub + place the PDF inside. (ID uses a kind of picture frame by default)

The crop tool did the job. The crop tool is more intuitive than Adobe's way of doing things. Unfortunately, I was used to Abode's way of doing things.
