If you turn if off you can only select objects on canvas from the selected/highlighted in the Layers panel. If you are simply drawing shapes in the canvas but don't place them inside layers then disabling the Edit All Layers button will do nothing. Make sure you create a (vector) layer, draw some shapes inside it and a few others outside the layer. Select the layer in the Layers panel, disable Edit All Layers button and try to select the objects on canvas that are not contained in the layer. You shouldn't be able to do it. I've attached a sample file. Select the layer with the red objects in the Layers panel, disable the Edit All Layers button and try to select one of the grey shapes (that are outside the layer). You should only be able to select the red objects in the canvas because those are the only ones contained in the highlighted/selected layer. Same if you have more layers on your project. You should only be able to select the ones belonging to the selected layer.
