Fill Tool Does Flood Fill for Whole Document Instead of Part of Image

Since installing Designer version 2.5.0, when I try to use the Fill tool to fill an area within an image (rasterized, tolerance 100%, contiguous checked, normal selected, source is current layer and below), the designer performs a flood fill for the whole document and takes an extremely long time to do it.

I changed the tolerance to 20% as suggested by PaulEC and that worked!  Thanks!
