I'm on Mac, and the "still spinning" preview window does not stop me from changing the export file format. But I agree, it's rather useless and we need a way to disable it. Quote

It largely depends on the complexity of the file but a simple checkbox in the Export Preview window to hide the Preview would be a welcome addition giving users the choice of whether to show or hide it... Rather, turn it off by default, but add an option that will allow you to turn it on when needed. Moreover, as an improvement, the time needed to generate the preview should be significantly reduced. The current workflow with such a tool is beyond annoying.😡 You can zoom Raster Formats using Alt Mouse Scroll but the expected behaviour for the Export preview window is that only Raster Formats should be zoomable. Vector formats being zoomable using Cmd +/- is a bug but one that hasn't been fixed which means if it is eventually fixed you won't be able to zoom any Vector Formats in the Export preview window.
