I create a macro when a tiff file was opened, saved it in the library, exported the macro to a external disk,.

I used the macro (duplicate layer) and closed the tiff file. Macro disappeared in the macro tool box. 

the only way to use the macro again was to select it from the library.

Cutiously, all previous macros from the macro tool box have disappeared too.

One generally uses macros from the Library panel. The Macro panel is more often used for developing macros, or loading .afmacro (no s at end) files prior to installing them in the Library.

I think what you're reporting is the intended way they work.

Just saw an affinity tutorial where there was a whole list of macros displayed in the macropanel, including a "settings" icon next the macro. It could be an older version of AP.

The Macro studio shows you the steps record in a macro.
The Library studio is the list of all the macro categories and individual macros within each category.
