The Show/Hide Fill with Content button in the Context Toolbar (when a picture frame is selected) doesn't show state when it's selected. The other three buttons it's grouped with (Replace Image, Properties, and Size Picture Frame to Content) are action buttons but this one is a attribute toggle so it should show state like some of the text attribute buttons (bold, italic, right align, bulleted list...) On Windows, it's Clear Fill on Populate (and it shows as selected or not). I switched to light mode when I started writing my manual due to screenshots working better in light mode.
