I'm designer v2 user from China..when I want two different tools bind identical key it still can't switch tools in software.I hope your response，thank u

This is not a bug, it is simply not possible! How is the software supposed to know which tool you want to activate with the key?
Have you ever tried to assign two telephone numbers to the same speed dial key? That doesn't work either.

But perhaps the translation is incorrect and you mean something completely different.

You can bind the same shortcut to two different tools and each press will toggle between them
