It is because your document has a dimension with partial pixels.
— Don't use centimetres for your document. Use pixels instead and make sure dimensions are expressed in whole pixels, not decimal pixels.

For example, instead of using 40 mm x 60 mm (which is 472,44094 x 708,66141 pixels), you could set it to 473 x 709 pixels. 

— Make also sure that snapping option is set to Force pixel alignment (but not Move by whole pixel).

not work, how complicated it would be to use pixels to crop the document size.
