What do you mean by "comments"?

  • text frame?
  • metadata?
  • a blank layer or a blank group layer, then name it as a comment?
  • a named swatch?
  • a named snapshot?
  • a named text style?

There are many possiblities where you can add a comment.

You don't need to add a pixel layer to use the text tool. A text object is a layer on its own.

By "comments" I'm referring to notes about the project itself.   Evidently the answer is no.  I thought as much by just wanted to make sure I wasn't missing something.

You can add shorter comments (...keywords etc.) via the Metadata Panel. - Other than that and as loukash already indicated, you can add a text frame layer which you can show up on demand (hide/show) then and write & keep your comments in that one. Note however that these things will size wise slightly enhance your APh files contents wise then.

Or you just keep a custom TXT file etc. together with your APh files (myimage.afphoto & myimage.txt) as a sort of related and accompanied README file with concreate project notes about that specific APh file.

Why "no"? If you don't expect an extra, separate interface specialised for notes only, you can use any layer for "notes about the project itself" in a text frame, if wanted placed outside the canvas or set to invisible etc.. Alternatively, the “Description” field in the Metadata panel > File seems to be intended for adding such text there.

I'd use the Description field (titled – wait for it! – Comments in Publisher). It can easily accomodate over 1000 characters.
The Description field will be included with other metadata on export, however, except when exported as PDF.
