I'm unsure when this stopped working but I know it worked back during the 2.2 beta because I documented the feature then and didn't find any issues. The attached test document has two pages, both with two unlinked frames that both have a single note. With nothing selected, view page 1 and change Restart Every to Page and Book - Publisher will number the notes 1 and 1 when they should be numbered 1 and 2. The other options all work correctly. Now view page 2. Restart Every Page should result in 1 and 2 but results in 1 and 1. Restart Every Book should result in 3 and 4 but results in 1 and 1. As these bugs have tags labeled AF-something, if they had been resolved there would be a post from Affinity Info Bot giving details of the fix. As there have been no such posts, we can safely assume the bugs have not yet been fixed. But probably we should try to determine if you are indeed experiencing one of these problems, or something different. As described here, the problem is with Footnotes, not with Endnotes, so perhaps something different is happening with your document. Please tell us more about it, and provide some screenshot examples if you can, and include your Notes panel settings. Or, if you can recreate what you're seeing in a smaller sample document you can share, that would also be helpful.
