Welcome to Affinity Forums :)
This is a known issue that's already logged with dev. Fully quitting the app then restarting it should fix the issue.

Are you trying to move layers between documents or changing the panels (on the right) while dragging a layer from the Layers panel? Do you know in what circumstances they got stuck there (after doing what action)?

Came here to mention this one too, great it's been noted.

I found it happens on my 11" iPad Pro 2022 Designer version 2.3.1.2217 and iPadOS 17.2 it tends to happen when I have a lot of layers to work with and I try to drag a layer down the list and it starts scrolling. Closing the document and reopening doesn't fix it as mentioned it's necessary to close the app completely.

Hi, I have the same situation, what is strange is that there was no such bug on beta, on beta version 2.3.1 (all builds) and on 2.4 everything is fine, even works more stable than the release one, at least in my working scenario:)

 

On the release version, even after all the updates this bug is still present, although, again, during many builds of the beta version I have not observed this, also, when such overlaps accumulate too much the application crashes out

 

It happens to me, when working with pencil, when I have to often move, group layers, and if this information is useful - I have touch enabled for gestures only and use a keyboard while working.
