Color overlay effect not “taking”

The color overlay effect is not working correctly. Whenever I apply it, the layer will change to the color, but once I tap anywhere else, it goes away. Am I missing something?

@Willbilly After selecting the colour, tap the canvas and then switch to another tool, such as View. If this is still failing for you, please do a screen recording to upload so we can confirm your workflow.
