Or adjust its settings? https://support.apple.com/guide/icloud-windows/icwddbc813bd/1.0/icloud/1.0 I believe the duplicated Affinity Designer folder is the issue and not iCloud appearing in the file explorer navigation pane. @eobet this is something that occurs every now and then as you have already found its not possible to delete the folders unfortunately however we have found this issue is one that corrects itself given enough time.
