Masks and Blur does not take in account what is out of artboard

Hello,

The effects applied to a layer do not take into account everything that is behind the artboard. This can be particularly problematic when creating masks. When you cut out part of a layer with a mask, anything that is left outside the artboard will not be cut and cannot be moved without the edges being visible. That's the problem. Sorry, the picture is not very representative. It shows what we see after moving the cut object.

To me, not only the picture is unclear (where is the mask, where the artboard, what object is selected, what does the red arrow point to which would not be obvious without the arrow?), also your description is ambiguous (where/what is "behind" the artboard?).

Can you show a screenshot that shows more of the interface, for instance the complete objects of this situation (image + mask + artboard) + the Layers panel at least? Or, ideally, the full application window including tools and context toolbar?
