Is it possible to make a triangular marque tool, or would it be better to 'make' the correct shape and use that as a layer?

Essentially, I'm using the marque rectangle and ellipse tools to clean up a logo, which is easy on vertical horizontal and curved edges, but not so much on straight but angled edges.

Or can I rotate a rectangle marque tool, somehow?

Make your shape using the Pen tool or whatever tool will give you the shape you need. Now use the Select > Selection from Layer to get that shape into a Marquee selection.

For cleaning/erasing images, it is possible to use the Erase Brush Tool, with which you can use a brush created by you - that is, any shape that suits you.
