Bitmap fill option missing on Vector Flood fill tool

Check the Affinity version and the OS version.

Though you said you can not see the "Fill tool", there's no Fill tool in Designer. It's the Gradient tool similar  to the Fill tool.
You can add it via View>Customize Tools if you can not see it.

The Vector Fill Tool is new introduced in V2.3 (or V2.2) to Designer (see my link to help in realy above). It seems it is not visible by default, so you need to add it to the tools panel manually.

Hi Notmyfault. Before the Vector Flood Fill Tool was announced there was a Fill Tool in Designer  I used it to fill vector shapes with bitmap images (usually seamless bitmap). This is what I cannot do. The User Guide says the Vector Fill Tool has a button for 'Set Bitmap Fill'. This is not available.

Update.  It must be my memory that is faulty. The bitmap fill is in the Gradient too as you suggested.  This is not where I remember it being. Thanks

Welcome to Affinity Forums :)
It's not your memory, in v1 this tool was indeed called Fill Tool in Designer and Publisher and Gradient Tool in Photo. Its tool icon was also different from Photo V1. It was later renamed to Gradient Tool in Designer and Publisher to match Photo and also adopted Photo's icon, so it's now called Gradient Tool in all apps for consistency (V2).
