"Duplicate entries for keyboard shortcuts" still not fixed in 2.3.0.2114

Although listed as "fixed" in Patrick's Bugfix post, while playing with the new betas I noticed that some tool shortcuts are still being duplicated.
So I reset the betas completely by manually deleting all support folders and plist files just to make sure I'll be starting from scratch.
Then I manually re-applied my usual custom shortcuts for ADe.
Upon quitting and relaunching, the following shortcuts appeared duplicated in the list again:

• Artboard Tool
• Measure Tool
• Style Picker Tool

Also:

• the Effects panel shortcut entry – with my custom shortcut – got duplicated as "Quick FX" after relaunch

Haven't checked APh and APu yet.
Ventura 13.6.1, MBA M2 15" "fully loaded".

The doubling up of shortcuts is something that I noticed when retesting the initial fix, however, it isn't new to 2.3 and also affected previous releases. It has now been logged as a separate issue with development to be looked at. It only appears to affect some Tools, and only if they've had their shortcut customised.
