Hi and welcome to the forum.

This is possible in general, but the functionality is more limited compared to Affinity Photo.

The process is simple

  1. start designer
  2. open a png file
  3. choose pixel persona
  4. Use pixel brush tool
  5. set size
  6. set color
  7. paint over pixels
  8. use selection tool to select multiple pixels
  9. paint over multiple pixels to change them at once. You may need to increase brush size.
  10. Export when finished to a new png file

if you need something’s more specific or different, please explain, or upload example files showing the before state and the edits / results you want to achieve.
