Why Does Overlapping Text Boxes Causes Text In One Box To Disappear?

I'm not sure if I'm explaining it well, but when I overlap one text box over another, the text inside one of them tries to stay out of the way of the other one. I've attached a 3 image sequence of me dragging a text box over onto another text box, showing the text inside the smaller box sliding over until it finally just vanishes.

Not sure what's causing this. The smaller text box is on a layer above the larger text box.
